Sample Letter to Clinton on Guestworker Legislation

October 9, 1998

The President
The White House
Washington, D.C. 20500-0049

Dear Mr. President:

As National President of the League of United Latin American Citizens (LULAC), I write to express our strong opposition to any agricultural guestworker legislation that may be presented to you. LULAC vigorously opposes any new temporary foreign agricultural worker program, whether it be called "pilot", "experimental" or is subject to a "sunset."

LULAC recognizes and commends the Administration's opposition to the proposed guestworker amendment in the appropriations bill for Commerce, Justice, State and the Judiciary. We also understand that negotiations on appropriations bills are intense, however, we urge you to maintain your strong opposition to any guestworker initiative.

It is our understanding that a new amendment may be proposed in either the omnibus appropriations bill, or to a continuing resolution. We oppose all such proposals, as this legislation is intended to solve a labor shortage problem that simply does not exist. It would only create a surplus of agricultural labor and increase the poverty levels among farm workers in the U.S.

LULAC applauds your strong opposition to the guestworker program, and encourages the Administration to continue its steadfast defense of all farmworkers.

Respectfully,

Rick Dovalina
National President
