The LULAC National Housing Commission

Mission

The National LULAC Housing Commission, a subsidiary of National LULAC, was formed to expand housing opportunities for the Latino community. LULAC believes that home ownership is the key to the long-term economic progress and wealth accumulation of the Latino community, and, that safe and stable neighborhoods are essential to individual achievement and community vitality.

The LNHC’s primary purpose is to promote affordable housing, economic development and job creation opportunities for disadvantaged and low/moderate income families in the United States. To achieve this, the LNHC will develop programs and services in the following areas:

• Provide information and training to potential homebuyers.
• Provide technical assistance to encourage building and/or rehabilitation of housing projects.
• Establish partnerships and other ventures to enhance housing and economic growth.
• Acquire new or existing properties.
• Promote the development and reinvestment in planned residential communities for single-family home ownership.
• Provide low cost loans and working capital to developers and builders who meet the needs of the low-income communities.
• Generate public awareness on housing and economic opportunities through LULAC publications, newsletters, web-based communications and housing education events.

The LNHC believes that more attention and resources must be placed on the building of quality affordable homes to create a viable and stable community. To accomplish this, the LNHC will be directly involved as partners with developers and builders to insure that the housing stock that is being built meets the needs of the Hispanic consumer. In order to serve the Hispanic homebuyer, the LNHC will create LULAC Home Buyer Centers in key markets throughout the United States.

LULAC Home Buyer Centers

The LULAC Home Buyer Centers is a program to consolidate resources in a given community and make them readily accessible to the Hispanic homebuyer. This one-stop concept is not new to the market---it simply has not worked to the benefit of Hispanics.

These Centers will be located in key market areas where LULAC has a major presence and a strong grass roots base. This is critical to the marketing efforts that will be needed to overcome historical and institutional barriers. The LULAC Home Buyer Centers will provide a wide range of services from credit counseling, financial planning and pre-qualification to making referrals to approved realtors, lenders and builders. Tracking results will be the ultimate measure of our success. These efforts must result in increased home loans and reduce foreclosures.

LULAC Homes

The LNHC will enter into partnership with selected developers and builders to design, build and sell to Hispanic homeowners. Standards will be developed for builders and lenders to provide the best products available in the market today. With the support and resources of our Advisory Council and Project Review Team, projects will be selected on their merits and potential impact for their respective communities.

The “LULAC Homes” brand will be marketed throughout the country as a seal of approval that means quality and a fair price. Hispanics and other potential homeowners will have the confidence that LULAC is on their side. A major media campaign in Spanish and English will be developed and combined with local and national events to inform and attract potential homeowners.

LNHC Advisory Council

The Advisory Council is comprised of representatives from the banking industry, mortgage companies, homebuilders, developers, HUD and other public/private organizations that support our goals will be invited to join our efforts.

This Advisory Council provides resources, information, experience and knowledge for the LNHC in the development of its programs and projects. Their expertise is invaluable to design products, services, obtain market information, conduct research, evaluate projects, identify sources of financing, creation of a development fund, and to address issues that negatively impact homeownership.
