Together with the American GI Forum, LULAC created SER-Jobs for Progress to fight Hispanic unemployment and underemployment. Rated the most effective private manpower program in the United States, SER provides job skills and job placement services in Hispanic communities across the United States.

Begun in 1964, SER's three original Vocational Training Centers have expanded to a nationwide network of 140 SER programs in 81 cities, providing job counseling, remedial education, "English as a second language" instruction, on the job training, and vocational skills training. Through the joint efforts of LULAC and the American GI Forum, SER-Jobs for Progess has helped millions of participants gain the skills necessary to secure and retain good jobs.

Today, SER is a national-private non-profit organization that operates throughout the United States and Puerto Rico serving economically disadvantaged members of our community with different programs for the purpose of placing participants into permanent, unsubsidized and productive employment.

SER National Office

SER National Headquarters, based in Irving, Texas provides technical assistance to the SER network of affiliated programs coordinating long-range planning, developing new programs.

SER Affiliate Network

SER operates 140 programs located in 81 cities throughout the United State and Puerto Rico. A SER program is scheduled to be implemented soon in the Republic of Mexico. Each Local SER Corporation (LSC) originates and develops specific services and products to meet the workforce needs of the local business community. During fiscal year 1994-95, over a million individuals benefited from SER's programs with total funding exceeding $40 million.

The SER Network provides services in 14 states, the District of Columbia, and Puerto Rico to those in need of education, employment, and re-development services.

There is also a comprehensive program, the Family Learning Center (FLC), which is composed of three interrelated components: an automated learning environment; intergenerational "Smart" Child Care; and community volunteer "Literacy Councils."
